The FTL Evaluation

Classroom Observations

FTL Surveys

Matched-Control Schools

What evaluation activities will happen at my school?

Classroom Observations, Surveys, Interviews, and possibly a Student Problem-Solving Task, Technology Task and Writing Assessment. Because exact activities vary depending on school you will be given explicit instructions from the Center for Research in Educational Policy regarding the evaluation timeline.

What is the timeline for these activities?

These activities will take place in the fall 2005 – spring 2006.

What are the evaluation responsibilities for Lead Teachers?

Lead Teachers will be responsible for data gathering and facilitating online surveys.  Duties also include dissemination of codes and keeping logs of confirmation numbers.

What happens if a Lead Teacher does not fulfill all the evaluation responsibilities?

The Freedom to Learn Program retains the right to revoke any stipend allocated for proper completion of Lead Teacher responsibilities.

What kinds of observations will be conducted in our FTL classrooms?

Observations will be conducted to determine the types of teaching strategies employed as well as the types and quality of technology use. This will be done through whole grade observations and targeted classroom observations.  It is important to note that individual teachers are not being evaluated.

What is the difference between a whole grade observation and a target observation?

Whole Grade Observation -A three-hour observation in which the Lead Teacher or an External Researcher conducts unannounced observations in randomly selected classrooms for 15 minutes each.

Targeted Observation - A prescheduled observation 1-hour (approx.) of one classroom for which the teacher will be asked to implement a technology integration lesson

Who is responsible for conducting the observations?
Lead Teachers, Super Coaches, or Independent External Researchers that have completed observer training conducted by CREP.

How many observations will  I (a Lead Teacher) be required to complete this year?

A Leader Teacher will be required to complete 4 Target Observations.

When will the observations be conducted?

Observations will be conducted in the spring of 2006.

Target Observation - Scheduled by the Observer with the classroom teacher.
Whole Grade Observation – Unannounced by outside observers.  These observations will be scheduled with the principal and lead teacher.

Can anyone conduct observations?
No, only Lead Teachers, Super Coaches or Independent External Researchers that have completed observer training conducted by CREP.

What should an observer tell a teacher when scheduling a target observation?

Teachers will be requested to prepare a class in which technology is integrated into a student-centered lesson.

Can I give teachers a copy of the instruments so they will be "prepared" for the observation?

No. CREP does not approve distribution of evaluation instruments to teachers because it does not "prepare" them
for the observation and may negatively impact the observation data by not reflecting actual classroom practices.

Our school would like to conduct more than 4 targeted observations - is this OK?

Yes, within certain parameters. If  you wish to conduct more observations for your school,  please contact Dan Strahl or Demetra Pollard at the Center for Research in Educational Policy.

Who will take FTL surveys?

FTL classroom teachers, Lead Teachers, students, and parents will take FTL surveys (specific instructions will be published and disseminated to schools in early spring 2006).

Who is responsible for administering the surveys?

The Lead Teachers will primarily be responsible for administering surveys with assistance from other FTL teachers with student and parent surveys.

When will the FTL surveys be administered?

FTL surveys will be administered in the spring 2006

How are the surveys going to be administered?

Lead Teachers, FTL Teachers, and Students surveys will be administered online.  Parent surveys will be mailed.

How do our teachers and students access the surveys?

CREP will send the Lead Teachers an email notification with User ID/Password for teachers, and students.  They will then log onto the CREP website at http://crep.memphis.edu/survey and enter User ID/Password.  Once they have successfully logged on, they will be directed to the Welcome Screen where they will select the “Take Online Survey” option.

My school is designated as a Research school.  What does that mean?

Research schools are pairs of alike schools participating in a quasi-experimental research design.   Each pair consists of a FTL (treatment)
school and a non-FTL school.   Because the pairs have been matched on the basis of demographics (location, student population etc.) they can be compared.

How will our  Research school's evaluation be different?

If your school is in the research study, then you will participate in the following data collection in addition to the instruments used in the regular program evaluation.

·       Principal Interview

·       6th Grade Parent Survey

·       Teacher Technology Skills Assessment Survey (all teachers)

·       School Climate Inventory survey (all teachers)
